I am 5' 6", 130 lbs, and typically wear a size small, 4 or 6, depending on the bottom b/c I am quite curvy on the bottom. The small fits great. I think this is a 2nd because there are slits for breast pads but none are included, so I added my own - this is HUGE plus because I do not need a bra with this dress which is AWESOME for summertime. The straps are adjustable too. I should note I am a 34B, and there is additional stretch and room available in the small.

What I wasn't as happy with is the fit of the dress. I sent it back because it was too small and unflattering. I ordered a small (normally wear a small/medium) and the dress just did not work with my larger chest.
