Since they are designed to be worn over clothing, maybe only buy one size up. Nonetheless, the toggles on the elastic waist stayed firm, so they didn't fall off. Wore these for a two-hour photo session at the iceberg lagoon and iceberg beach (Jokursarlon) in Iceland. Pants and legs were warm and dry the whole time. Wore these under waterfalls, same thing--no water go through. Highly recommend and would purchase again.

They seem to be waterproof under even the worst conditions. The leg openings have snaps you can use to decrease the size of the opening. The pants are baggy making them easy to get on and off.
If you are planning to wear these which participating in an active sport, the thickness of the material, the bagginess of the pants and the size of the leg opening may be an issue.
They would be great for anyone who finds himself or herself walking, standing or sitting in the rain for a long period of time.
