We live in west Michigan, and we get a lot of snow and have a lot of cold over the course of the winter. These boots are not lined with anything to keep little toes warm, and the tag on them says that only the lower four centimeters (i.e. inch and a half) is waterproof. For anywhere that gets a decent amount of snow, that just won't cut it. Our kids' feet would be soaked and cold in these. They also seem to be made from fairly low quality material, and I'm not sure they would have lasted the winter even if we hadn't sent them back. Look for better boots than these if you actually need snow boots.
