I am 115 lbs 5'4" and ordered size 4, the waist band doesn't stretch at all, are high waisted 9" rise that is very uncomfortable and tight on the ribs.
26.5" inseam, almost a full size for my height
Waistband 14.5"
There are 3 seams all along the legs and you can notice they are not symmetric between each leg, seems like I have 2 left legs.
Probably made for a tall and super skinny, too bad because it is a nice style and good quality but definitely doesn't meet Columbia standards quality control. -

I ordered a size 4, 6 and 8 since I really wanted these to work and I am returning all.
Normally wear a size 6. Each pair was too tight in the waist in proportion to the hips. Since they are so high waisted they dig into your ribs and stomach when you sit down or bend. The 8 was fine in the waist but had too much fabric in the hips and looked lumpy. -

Just a heads up: the fabric is very lightweight, so make sure you have light-hued, solid-colored underwear on under them or everyone will know that your panties are striped (or whatever other pattern you favor).
